Saving as ***.cdf is not possible when "Device name" on the Quartus II Programmer is "UNKNOWN".

As a workaround, it is possible to save by giving a name to the part that is currently UNKNOWN.
1. Double click on UNKNOWN
2.Edit
3. Rename
4. Input Instruction register length (please refer to each device information)
5. Select OK and save as ***.cdf
