Intel: When configuring ROM and RAM with memory blocks built into FPGA and giving them initial values, there are two file formats: MIF and HEX. Which one is recommended?

I don't recommend which one.
MIF or HEX files do not matter when simulating with the Quartus II simulation tools.
 
Be careful when using 3rd party simulation tools.
 
Since the MIF file is Altera's original format, there is a possibility that it cannot be read by 3rd party tools.
 
When using a 3rd party simulation tool, etc., create a HEX file.
