Japanese cannot be used in the Quartus II project directory.
Quartus II is an English environment tool, so please configure it with only half-width alphanumeric characters and underscores.
 
Please note that you cannot use spaces other than Japanese.
Example) C:\Documents and Settings\<user name>\My Documents\
In this case, it is NG because there are spaces in Documents and Settings and My Documents.
