Intel: Are Altera's IBIS models characterized against real devices?

Yes.
Altera offers two IBIS models:
1) Preliminary (IBIS model before device characterization)
Models derived from Spice simulations are provided to estimate the behavior of I/O buffers.
(It will be updated as Final after the device is finally characterized.)
 
To minimize customer time to market, Altera released new devices
We are providing this “Preliminary” IBIS model at an early stage.
 
Each “Preliminary” value is subject to change.
The header of the IBIS model file says “Preliminary”.
 
2) Final (IBIS model after device characterization)
Similar to Preliminary, it is calculated from Spice simulation, but it is based on the I/O buffer of the actual device.
It will be a model that has been confirmed against.
 
The header of the IBIS model file says “Final”.
Reflects within ±5% of actual device operation.
