Altera: Is it possible to configure Cyclone® V GX I/O banks with a common VCCPD voltage with different supply voltages?

For example, in Cyclone® V GX, VCCIO7A=3.3V, VCCIO8A=2.5V, VCCPD7A8A=3.3V.
If you configure VCCIO7A and VCCIO8A with different supply voltages, the Fitter will report an error during Quartus® Prime compilation and will not allow the configuration.
There are some possible combinations if VCCIO ≦ 2.5V, so please refer to the document at the URL below.
