Intel: Cyclone® 10 LP JTAG TDI/TMS is recommended to be pulled up to VCCA (+2.5V), but 2.5V pullup is fine even if VCCIO1 is connected to 3.3V. Huh?

Since JTAG pins do not have a clamp voltage, they are pulled up to 2.5V as a measure not to exceed the absolute maximum rating of 4.1V.
Basically, there is no problem as long as the voltage does not exceed 4.1V.
