When simulating Nios II from the Nios® II SBT (Software Build Tools for Eclipse), the boot configuration of Nios II must be boot from On Chip RAM and execute on On Chip RAM.
Please set the Nios II as follows.

・Nios II Reset Vector: On Chip RAM
・Nios II Exception Vector: On Chip RAM
・Location of various sections of Nios II Linker Script: On Chip RAM

If Reset Vector is set to Flash Controller, the Flash Controller will be accessed at the beginning of Nios II processing, so the Flash Controller simulation model will not be read correctly, and Nios II will stop due to reading indefinite. increase.
