Assignments menu > Device > Device and Pin Options > Programming Files > Raw Binary File (.rbf) = On

<Constraints in .qsf>
set_global_assignment -name GENERATE_RBF_FILE ON

Starting with Quartus® Prime Pro 19.1, set_global_assignment -name GENERATE_RBF_FILE ON via GUI option and .qsf constraint is no longer applicable.
Therefore, please generate .rbf with Convert Programming Files.
