Device: Arria® 10

Performing AS configuration with corrupted or incorrect configuration data on Arria® 10 can leave the device in an unexpected state and disable JTAG access.
To recover from this state, you must issue a CONFIG_IO instruction to the Arria® 10 device to stop the AS configuration process and enable the JTAG port.
