No problem.
OSC_CLK_1 and all reference clocks supplied to the Transceiver PLL are required for calibration at power-up.
Supplying reconfig_clk(mgmt_clk) at startup is not mandatory.
However, be sure to assert reconfig_reset (mgmt_reset) until reconfig_clk is stable.
