You can generate a JIC with quartus_cpf.exe.
- Quartus® Prime (launched in GUI) Launch Files menu > Convert Programming file and configure JIC generation
- Click the Save Conversion File button to create a xxx.cof file
- Run quartus_cpf -c xxx.cof in command line
