You can specify the DCLK frequency for AS configuration in the Quartus® Prime configuration settings.
Select Assignments menu ⇒ Device ⇒ Device and Pin Options ⇒ Configuration and set the Configuration scheme to Active Serial.
Then specify from the Active serial clock source list.
