Each bit of the avl_address signal indicates:
0 to 8bit: Column address
9-10bit: Bank address
11 to 23 bits: Row address

example)
For Bank address [1:0] =0b10, Row address [12:0] =0b1010101010101,
avl_address = 101010101010110xxxxxxxxx

Bank address [1:0] =0b01, ow address [12:0] =0b0101010101010,
avl_address = 010101010101001xxxxxxxxx
