AFI_clk is the frequency of the ratio specified by Rate (Full/Half/Quarter) to the memory operating clock.
Cyclone® V's Soft Memory Controller only supports Half Rate, so if the memory operating frequency is 300MHz, afi_clk is 150MHz (1:2).

DDR3 memory has a standard minimum operating frequency of 300MHz, so the minimum afi_clk is 150MHz.
