Available.
There are separate JTAGs for HPS and FPGA, so no problem.

However, if QSPI/NAND boot is assumed, consider how to write to QSPI/NAND flash.
The programming tool provided by Intel (HPS Flash Programmer) only supports USB-Blaster™ and cannot be used with 3rd party debuggers.

In addition, the Cyclone® V SoC development kit uses a jumper-switchable mechanism.
