Check Transmitter REFCLK phase noise for Jitter specification.

The specification for PCIe REFCLK is defined in the standard document, and the FPGA guarantees that it can receive a frequency that conforms to that specification.
The table linked above shows the specifications for the phase noise of the Clock, but of course the values that meet the PCIe standard are shown.
