Quartus® Prime v14.0 and later support only 64-bit OS in principle, but Quartus® Prime Programmer for 32-bit OS has been released in some versions.

You can download Programmer by itself from Intel's download page.
(Programmer alone is available free of charge.)

Specify the target version and edition, check the Quartus Prime Programmer and Tools (32-bit) on the Additional Software tab, and download.
