The datasheet states that if the slew rate of the input voltage on the enable pin is not faster than 1V/5us, a 4.2ms lockout may occur.
If it starts up slowly than 1V/5us, it may start after a delay of ENABLE Lockout Time occurs.
Note, however, that "potentially" does not necessarily mean that slow ramping of the enable pin will cause a delay.
