The Arria® 10 CLKUSR pin is also used for transceiver calibration and the external memory interface Hybrid Memory Cube (HMC).
The input clock is in the range of 100-125MHz.
If you don't use them, they can be used as GPIO pins.
Connect to GND if not used under all the above conditions.
