The pre-emphasis of the IBIS Models uploaded on the web and the IBIS Models created by Quartus® Prime 16.0 is the opposite of the explanation.
Therefore, when using, swap p0 and p1.

This issue has been fixed in Quartus® Prime 16.1, but the IBIS Models posted on the web will be fixed in a future version of Quartus® Prime.
