I want to configure PCI Express on my Arria® 10, but I cannot change the frequency of the REFCLK pin from 100MHz. why?

Since Arria® 10 is PCI Express Base Specification Rev3.0 compliant, it does not support REFCLK=125MHz.

The PCI Express Base Specification requires an input reference clock, which is called refclk in this design.
The PCI Express Base Specification stipulates that the frequency of this clock be 100MHz.
