Jam STAPL Byte-Code Player does not support USB-Blaster™ or USB-Blaster™ II download cables.
Use the Quartus® Prime / Quartus® II Jam Tools (quartus_jli) to program the JBC file with the USB-Blaster™ or USB-Blaster™ II through command execution.

The quartus_jli command line can be used with programming hardware supported since Quartus® II 6.0.
Note that the quartus_jli command line does not support embedded processors.
quartus_jli.exe is located in the Quartus® Prime / Quartus® II executable folder (\bn64).
