The MAX® 10 EQFP144 package Exposed Pad must be connected to GND.

The documentation for each MAX 10 device with the EQFP144 (E144) package has the following note:
The E144-pin package has an exposed ground pad at the bottom of the package.

In Section I: GND of Power, there is the following description in the Connection Guidelines column.
For the 144 pin EQFP package, the exposed ground pad at the bottom of the package is used for electrical connectivity and must be connected to GND.
