Check the following in the Dynamic Recofiguration tab of Arria 10 Transceiver Native PHY.
- Enable dynamic reconfiguration
- Enable Altera Debug Master Endpoint Optoinal Reconfiguration Logic
- Enable capability registers
- Enable control and status registers
- Enable prbs soft accumulators
