以下の手順でプロテクトを解除してお試しください。

Quartus® Prime / Quartus® II の Programmer の Tools メニュー ⇒ Options を選択する。
Unprotect EPCS/EPCQ devices selected for the erase/program operation にチェックを入れる。（デフォルトは Off）
