This error may occur when building a project generated by bsp-editor of SoC EDS v13.1 with SoC EDS v14.0.
Due to the name change of the compiler used in SoC EDS v14.0, projects generated with SoC EDS v13.1 will not build as is.
Therefore, you will need to recreate your project using the hand-off files generated by Quartus® II v14.0.
