There are two main methods of creation.
You can create it in one of several ways.

[Method 1]

1. Select Quartus® Prime / Quartus® II Assignments menu ⇒ Device ⇒ Device and Pins Options ⇒ Configuration.
2. Click Device Options to display the MAX 10 Device Options.
3. Please check Verify Protect in the Security item and generate a POF file.

[Method 2]

1. On the Quartus® Prime / Quartus® II File menu ⇒ Convert Programming Files screen, set the Mode column to Internal Configuration.
2. Select Options/Boot info...
3. Please check Verify Protect in the Security item and generate a POF file.
