It is not possible to output directly from EMAC on the HPS side to the FPGA side with RMII.
The connection from the EMAC to the FPGA side is the GMII interface, so if you want to implement the RMII interface with the I/O on the FPGA side, you need to prepare the logic to convert from GMII to RMII on the FPGA side.
