Qsys provides a free component called SDRAM Controller.
(Note that this is not a Double Data Rate (DDR) type SDRAM controller.)

Other configurations that combine Qsys' Altera SDRAM Tri-State Controller and Tri-State Conduit Bridge can accomplish the same thing.
