It is possible to access other slave IPs from non-Nios II master IPs while keeping the Nios II in reset.
In the Avalon interface, the master IP specifies the address of the target slave IP, and the slave IP responds with its own address.
A Nios II in reset state does not issue anything to other slave IPs, so there is no effect on the Avalon bus.
