How do I handle the BOOTSEL (BSEL) pin on Cyclone V SoC devices?

BOOTSEL (BSEL) is used to select the memory where the boot source to boot the Hard Processor System (HPS) is stored.

The way the pin should be treated is to pull up with 10kΩ or pull down with 1kΩ.
