What does the Qsys Interconnect Arbitration Shares number refer to?

The number set in Arbitration Shares indicates the number of consecutive accesses (in units of transactions), not the ratio of share for each master.
Example: Operation when there are master A and master B and their respective Arbitration Shares are set to A:2 and B:2
