Pre-emphasis in MAX 10 devices can be set to 0 (disabled) or 1 (enabled), and the default is 1 (enabled).
After compiling, check the compilation report (Output Buffer Pre-emphasis in Fitter ⇒ Resource Section ⇒ Output Pins).
