Quartus Prime v15.1 Stand-Alone Programmer supports 32-bit/64-bit versions of Windows 7 SP1 only.
For other OS, only 64-bit versions are supported.

Stand-Alone Programmer is a tool that allows you to write to the device by installing only the Programmer function without installing Quartus Prime.
