The Quartus II Subscription Edition and Web Edition are separate installers, so you cannot use the Web Edition without a Subscription Edition license.
However, in v8.0 and earlier versions, if you have a Web Edition license, you can use it as a Web Edition by setting the Web Edition license in the Subscription Edition.
(Before v8.0, even when using Web Edition, it was necessary to obtain a Web Edition license (free) and set the license.)
