By disabling JTAG Pin Sharing, the JTAGEN pins can be used as user I/O and the JTAG pins are also dedicated pins.
Alternatively, JTAG pins become dedicated pins by enabling JTAG Pin Sharing and driving the JTAGEN pin high.

JTAG Pin Sharing is enabled/disabled in Quartus® Prime / Quartus® II.

1. Select Assignments menu ⇒ Device
2. Click Device and Pin Options
3. Select General from Category
4. Compile with Enable JTAG pin sharing enabled/disabled
