Yes, VDD must always be between (Vcc-0.3 to 16.5V), so VDD → Vcc at startup and Vcc → VDD at shutdown.
However, if Schottky diodes are added to the VDD and VSS of the AD7328 as shown in Figure 1, the diodes prevent backflow, so you don't have to worry about this sequence.
