For the power-on sequence, refer to P5-P6 of the document "MMIC Amplifier Biasing procedure" described in the description of the VGG1 pin in the data sheet.

As for the power-on sequence, Vgg1 (-2V) → Vdd (10V) → Vgg2 (3.5V), then adjust Vgg1 between -2V and 0V so that the drain current is 400mA. (no RF signal applied at this time).
Regarding the power off sequence, the procedure is the opposite of the above, so please also check the items related to "HMC637A" in "Application Note AN-1363".
