Analog Devices Design Support: How far away from the package surface should the device ambient temperature be measured?
There are no specific regulations. If you are planning to use the product without using Airflow, there is no problem if you measure the room temperature without the wind blowing from the air conditioner. For reference, please refer to JEDEC Standard JESD51-2 for the rules for measuring thermal resistance.
