In a momentary power failure or brownout (a voltage supply that is halfway below the operating voltage), the internal logic circuit of the device may be in an unstable state because the power supply is not in an appropriate state.
To recover from that state, stop all power supplies, wait until the decoupling capacitors on the board are completely discharged, and then turn on the power again.
