The power sequence (order in which power is turned on (started up) or shut down) for Cyclone® 10 LP is as follows:

The documentation states that it supports any power-up sequence and power-down sequence.
However, please note that each power supply must increase monotonically and must reach each voltage level within the specified time (tRAMP).
