When inserting K28.5/D21.5, the user must control the data (tx_parallel_data) according to the code table below.

k28.5 is [BC] and D21.5 is [B5].
Basically, the MSB side of the parallel data is pad data and the LSB side is k code.

datak must be set to high if tx_parallel_data is k-code.
