Practicing “Third Party Optics” as a global trend

As hardware such as network equipment and server equipment becomes commoditized, there is a worldwide trend to select general-purpose hardware, develop software that matches it when necessary, and control it freely. It is spreading in the IT industry. In Japan as well, along with the openness of network operating systems, the adoption of white Box switches is progressing, mainly among telecommunications carriers. One of the trends is “Third Party Optics,” which not only uses genuine products provided by switch manufacturers, but also procure products such as optical transceivers from third parties and assemble them in a form that suits the company.

In order to follow such a global trend, the Independent Administrative Institution Information-technology Promotion Agency, Japan Industrial Cyber Security Center utilizes “Third Party Optics” to create part of its business foundation in-house.

The Information-technology Promotion Agency (IPA), an independent administrative agency, was established in 2004 as a policy implementation agency under the jurisdiction of the Ministry of Economy, Trade and Industry. We support the development of IT human resources. In addition, we are promoting various activities that play a role in IT measures, such as proposing guidelines and publishing guidelines, and are working to realize a safe and highly convenient “reliable IT society”. Amidst calls for a shortage of security personnel, IPA is engaged in human resource development projects that can respond to security risks in social infrastructure and industrial infrastructure, research and analysis projects to keep up with rapidly changing cyberattacks, and the reliability of products that make up industrial infrastructure. The Industrial Cyber Security Center (ICSCoE) is an organization responsible for evaluation and verification business.
