My name is Intel F. Hanako and I provide technical support for Intel® FPGA products at Macnica.

 

Intel FPGA Download Cable II (formerly USB-Blaster II) and Onboard Intel FPGA Download Cable II IP Solution (formerly Onboard USB-Blaster II) are not recognized in Quartus Prime Pro Edition 19.1.

This issue occurs on boards that use Intel MAX® 10 for the onboard Intel FPGA Download Cable II IP solution, such as the Intel Stratix® 10 Development Kit and Cyclone® 10 GX Development Kit.

For example, here is a display sample of the Device Manager when the USB-Blaster II driver is installed on Windows 10.

* Occurs only in Quartus Prime Pro Edition 19.1.

 

 

To work around this issue, additionally install patch 0.03 for Quartus Prime Pro 19.1.
