In the PowerPlay Early Power Estimators of the power estimation tool, if you select Industrial for Cyclone IV E devices, the VCCINT voltage will be 1.00V. Is the industrial grade VCCINT=1.00V?
When I register the device in Quartus II, VCCINT becomes 1.2V, and the result of creating and compiling the example design is the same. Devices with a VCCINT of 1.0V have an "L" after the speed grade notation in the model number. Therefore, please design with VCCINT=1.2V.
When estimating the power consumption of an industrial grade model number without "L", set Temperature Grade to "Extended" before estimating.
Also, please make an estimate using the Quartus II PowerPlay Power Analyzer.
