Intel: I wrote my original design to the dev kit, but Factory Design starts up instead of my original design. What should I do?

After programming the FPGA with the Altera Development Kit, the message "FPGA was successfully programmed" is displayed, but the development board may return to the factory configuration after this message.
 
This phenomenon may be caused by the way unused pins are handled.
If the unused pins are handled incorrectly, when the FPGA enters user mode, a signal conflict may occur between the FPGA and the device connected to it, and in the worst case, the device may be damaged. Factory Design is probably running.
 
Please change the processing of unused pins by the following method and check the operation again.
1. Select Assignments menu ⇒ Device ⇒ Device&Pin Options
2. Change Unused pins setting to "As Inputs tri-stated"
3. Recompile the design and rewrite
 
It is also possible to set each pin individually.
For the setting method, refer to "Reserve pin assignment method (individual setting)" in the document "Quartus II Getting Started Guide - Pin Assignment Method".
