Cyclone® V was supported by the Intel® HLS Compiler Standard / Lite Edition, but v19.1 is the final release and is no longer supported in later versions.

However, starting with v20.4, Cyclone® V can be used with the HLS Compiler Pro Edition.
Only the HLS Compiler uses the Pro Edition, and the design compilation for Cyclone® V devices is done with the Quartus® Prime Standard/Lite Edition.
*There is no support for MAX® 10 with this method.

The Intel HLS Compiler is backward compatible, so you can add the latest version of the HLS Compiler to a lower version of Quartus Prime.
