Intel: Assuming that ref_clk is normally input as the cause of the internal PLL not locking, is there anything else I can think of other than the power supply?

The reasons why the PLL does not lock can be summarized in three points: "input clock", "reset" and "power supply".
If the problem occurs only on a specific board, and if no abnormality is found in these three points, the PLL itself may be damaged.
